Since 2017, the Norwegian Refugee Council (NRC) has been working in the country to support people who have been forced to flee their homes. NRC helps protect displaced communities and supports them as they rebuild their lives. Operations are ongoing in all crisis-affected regions, including the Far North, Northwest, Southwest, East, and Adamawa. NRC’s work focuses on four main areas: legal assistance (ICLA), water and sanitation (WASH), shelter, and education. These programmes are designed to respond to urgent needs while also supporting long-term recovery. Across its offices, NRC promotes an integrated approach, aiming to provide coordinated support that helps communities move from emergency to stability.\n\nSince April 2023, a large-scale conflict has broken out in Sudan, leading to a massive displacement of people towards neighbouring countries. As of 31 January 2026, the total number of displaced people in Chad had reached 2,186,843, including 1,050,256 refugees and asylum seekers (source: UNHCR). The majority of them are spread across several camps and transit sites located in the four eastern provinces: East Ennedi, Ouaddaï, Wadi Fira and Sila. As of 12 February 2026, UNHCR had registered approximately 190,000 people in transit sites and informal settlements in need of shelter and latrines in the refugee camps to which the Government and UNHCR are to relocate them. A relocation plan has been in place since February 2026, providing for – subject to negotiations and the securing of new land, the availability of financial resources and the collaboration of all humanitarian actors present in the three provinces most severely affected since 2025 (Ennedi East, Wadi Fira and Ouaddaï), the creation of new camps, the expansion of existing camps, and the integration of some of the refugees into host villages.
