difference to the future of people and our one shared home the\nEarth? Working with WWF could be the opportunity of a lifetime:\nAll around the world, people are waking up to the deepening crisis of nature loss. A growing\nrealization that nature is our life-support system. Nobody will be spared from the impacts of its\nloss. Here at WWF, we are helping to tackle this enormous global challenge.\nOur people come from hugely diverse backgrounds and with a variety of expertise, ranging\nfrom HR and finance to advocacy and conservation science. We welcome applications from\nanyone who believes they can help us create a better future for people and wildlife.\nWhat we do:\nWe are an independent conservation organization, striving to sustain the natural world for the\nbenefit of people and wildlife. From individuals and communities to businesses and\ngovernment, we are part of a growing coalition calling on world leaders to set nature on the\npath to recovery by 2030. Together, we seek to protect and restore natural habitats, stop the\nmass extinction of wildlife, and make the way we produce and consume sustainably.\nWe are looking for a consultant to conduct a study on the issue of sustainable cocoa in\nCameroon.\n1. Context and justification\nSustainability in the cocoa sector is now an essential international requirement, championed\nby numerous organizations, notably the WWF, which emphasize the vital need to reconcile\nagricultural production, ecosystem protection, and improved incomes for producers,\nparticularly in producing countries like Cameroon. Pressures related to traceability, the fight\nagainst deforestation, and biodiversity preservation compel stakeholders in the sector to adopt\na sustainable cocoa approach that meets the expectations of global markets and increasingly\nethical and environmentally conscious consumers.\nIn this context, cocoa production must now integrate principles of social responsibility and\nenvironmental respect to ensure that the beans placed on the market do not contribute to\ndeforestation, the degradation of natural resources, or child labor. International markets,\nparticularly European ones, impose strict standards that determine access to commercial\noutlets. Thus, Cameroon, a major producer in Central Africa and the fourth largest producer in\nAfrica, is directly affected by these new requirements and must adapt its sector to remain\ncompetitive while meeting sustainability imperatives.\nCameroon has embarked on this transition through various national tools and international\npartnerships, reflecting its commitment to meeting the growing demands of global markets for\ntraceability, forest protection, and social responsibility. However, this momentum continues to\nface major challenges that undermine the sector's competitiveness.\nFrom a technical standpoint, farming practices remain largely outdated, access to quality inputs\nis limited, and plantation productivity is insufficient to meet international standards.\nInstitutionally, coordination among the various stakeholders in the sector is still weak,\nregulation lacks effectiveness, and monitoring and certification mechanisms are insufficiently\nstrengthened. Finally, from an environmental and socio - economic perspective, increasing\npressure on forests, biodiversity loss, and the effects of climate change threaten the\nsustainability of production systems, while local producers continue to face low incomes and\npersistent economic vulnerability.\nHowever, the semantic clarification of the terms \"sustainable cocoa,\" their technical and\n\norganizational characteristics, as well as their geographical positioning, remain subject to\ndivergent perceptions, lively debates, and approaches that are not always harmonized.\nDepending on whether one is on the side of the central government, private operators in the\nsector, international organizations, producers, or civil society, a harmonized and unambiguous\nlanguage does not seem to be developing.\nOn the other hand, the conditions for developing sustainable cocoa, the technical requirements\nand the material constraints make this choice difficult, and the potential gains do not seem to\nequal the efforts made by the producers and the latter seriously question the need to invest in\nit.\nThe legal and institutional framework is little known and the populations of remote regions,\ngenerally around protected areas as well as indigenous peoples are even more vulnerable.\nThese obstacles, both structural and cyclical, fully justify the need for an in-depth study. This\nstudy will allow for a better understanding of the challenges related to the sustainability of\ncocoa in Cameroon and, specifically, will identify priority levers for action and propose concrete\nways to strengthen the sector's resilience in the face of international pressures and internal\nchallenges.\nIt is in this context that conducting a study on the sustainability of the cocoa sector in Cameroon\nfalls squarely within the framework of the SENIOR COCOA project. One of the essential\naspects of this project is to position itself as an integrative initiative, linking technical,\ninstitutional, environmental, socio - economic and innovation dimensions, to strengthen the\nsustainability and increase the competitiveness of the cocoa sector in Cameroon.\nThe study will clarify the terminology and harmonize understanding and approaches. It will\nanalyze the strengths and weaknesses of this approach, and identify threats and opportunities\nat the local, regional, and national levels. At the producer level, with private and international\npartners, and at the state level, it will show the way forward and outline the procedures.\n2. Mission Details\nThe selected consultant will be primarily responsible for conducting the general approach and\ndiagnosis of sustainable cocoa, developing aspects relating to semantic clarification, the state\nof the sector, the institutional and regulatory framework, the challenges and limitations\nencountered, as well as prospects and dynamics, while integrating socio - cultural, community,\neconomic and commercial issues.\nGeneral approach and diagnosis of sustainable cocoa\nRegarding semantic clarification\n How is sustainable cocoa defined?\n What characterizes it (environmental, social, economic dimensions)?\n Distinction between sustainable cocoa, certified cocoa and fair-trade cocoa.\nRegarding the inventory of fixtures\n Where is it produced in Cameroon?\n By whom (actors, sector organization)?\n What quantity compared to the rest of the world\u002FAfrican cocoa?\n What initiatives and programs are already underway?\nRegarding the institutional and regulatory framework\n Public policies and national strategies related to sustainable cocoa.\n International norms and standards (traceability, certifications)\n Role of international institutions and partners\n Regarding the challenges and limitations\n Techniques (productivity, access to inputs, modernization).\n Institutional Limits (coordination, regulation, certification)\n Challenges related to environmental and socio-economic constraints (deforestation, low\nremuneration, vulnerability)\n Threats related to climate change and international competitiveness.\nRegarding the outlook and dynamics\n Ecological, social and economic benefits\n Development and valuation opportunities\n Technological innovations and agroforestry practices.\nCultural and community issues\n The role of cocoa in rural and cultural dynamics.\n Impacts on living conditions, education and social cohesion\nRegarding the economic and commercial framework\nGlobal market trends and consumer demands.\nCameroon's positioning in the face of regional and international competition.\n3.
