Impact Santé Afrique (ISA) coordinates the global platform of Civil Society Organizations (CSOs) for the elimination of malaria (CS4ME).\n\nImpact Santé Afrique (ISA) is implementing the “CS4ME Global Fund Community Engagement” project to build the long-term capacity of CSOs involved in the fight against malaria. The aim of this project is to strengthen the influence of civil society on decision- making bodies in the fight against malaria. As part of this project, one of the priority objectives is to strengthen the capacity of civil society actors to take better account of the needs of populations vulnerable to malaria.\n\nIn 2024, Impact Santé Afrique (ISA) developed a guide for CS4ME members and civil society actors entitled “What I must know about the Global Fund as a civil society organization active in malaria.” This guide explains how the Global Fund works and how civil society and communities can get involved throughout the grant cycle. In order to align with the latest information on Grant Cycle 7 (GC7) and preparation for the new GC8, it is essential to update the CS4ME guide.\n\nWith this in mind, Impact Santé Afrique (ISA) is looking for a consultant to update the CS4ME guide “What I must know about the Global Fund as a civil society organization active in malaria.” This tool will be intended for civil society organizations and community actors working in the fight against malaria.\n\nObjectives\nThe main objective is to update the CS4ME guide developed and presented in 2024, taking into account the latest Global Fund guidelines on the current grant cycle (GC7) and the new GC8. This tool mainly targets populations exposed to the risk of malaria or underserved by malaria interventions and the CSOs who represent them.\n\nSpecifically, it will be to:\nPropose a methodology for updating the CS4ME guide, for a better understanding of the Global Fund’s mandate, strategy, working model, and grant lifecycle, as well as national processes and mechanisms for strengthening community engagement,\nparticularly with regard to Country Coordinating Mechanisms (CCMs) and other decision-making bodies;\nDevelop the training and orientation tool;\nCarry out a tool review;\nHave the updated version of the training and orientation tool validated;\nContribute to updating the CS4ME guide “The Global Fund’s New GC7 Funding Cycle: What Civil Society needs to know for better participation.”\nII. Functions and responsibilities of the consultant\nPlaced under the direct supervision of the Executive Director of Impact Santé Afrique (ISA), and working in collaboration with the Senior Civil Society Engagement Officer, the consultant will have to carry out the following tasks:\n\nParticipate in working meetings with the ISA team, CS4ME secretariat;\nDevelop the guide for strengthening the capacities of CSOs;\nReview and validate the CS4ME guide;\nDraft and submit the comprehensive final consultancy report (mission report).\nMain expected results and deliverables:\nThe CS4ME guide “What I must know about the Global Fund as a civil society organization active in malaria” is updated, reviewed, and validated;\nThe CS4ME guide “New Global Fund GC7 funding cycle: What civil society needs to know for better participation” is updated;\nAn end-of-mission report is written and submitted to the NGO Impact Santé Afrique (ISA).\n1. Period of the expert mission\nThis consultation mission will take place from Monday, December 22, 2025, to Friday, January 23, 2026.\n\n2. Candidate profile\nThe desired expertise will relate to the recruitment of a consultant-trainer whose qualifications and skills are presented as follows:\n\nDiploma in one or more of the following fields: Master in Project Management, Public Health\u002FCommunity Health, social sciences, development sciences or equivalent specialization\nProven experience in capacity building in advocacy, strategic communication and community engagement\nExperience in workshop facilitation and coordination of multi-sector partners in the health field, leadership qualities and skills in facilitating consensus\nGood understanding of issues related to the fight against malaria as well as strengthening community engagement and Global Fund mechanisms\nGood oral and written skills of French and English\nGood writing, analysis and synthesis skills\nFamiliarity with meeting and conferencing applications from a distance.\n3.
